Report on Leung's departure ready soon

A preliminary report into the sudden departure of immigration chief Laurence Leung Ming-yin should be ready in a month, legislators agreed yesterday.

Ip Kwok-him, chairman of the select committee inquiring into the affair, said: 'I don't think it's hasty to draft it now. The picture is emerging. However, we have not ruled out summoning further witnesses after the preliminary report is written.' The committee held a closed-door session with Mr Leung for 31/2 hours yesterday morning.

The preliminary report would be based on the 11 hearings and internal discussions between members.

The committee had reserved the right to summon Governor Chris Patten. It hoped to submit a final report to the full sitting of the Legislative Council by the end of May.

Chief Secretary Anson Chan Fang On-sang has written to the committee saying she could not divulge the report of the ICAC's Operations Review Committee. But Mr Ip said he would demand Mrs Chan hand over the report.
