Like the colour of its cover, the handover Budget will appear gold to some . . . but more yellow to others.
Many will believe it stands for continuity, while others see it representing a standstill.
It will be regarded as prudent in some quarters, conservative in others.
To those who had hoped for more from a buoyant economy and huge revenue windfalls, the modest tax relief will be disappointing.
They will hardly be convinced that such a wealthy place cannot afford a few hundred dollars more a month for the elderly under the Comprehensive Social Security Allowance scheme.
They will believe Mr Tsang's astonishing surplus forecast and the solid financial strength of the territory is irrelevant to them with his Budget offering no immediate relief to those suffering because of soaring property prices.
But to the conservatives in the political and business sector, the Budget will have struck the right note.
