The post-1997 executive council is to be briefed on proposals for next year's election of the first SAR legislative council.
Professor Lau Siu-kai, convenor of the Preparatory Committee sub-group examining the issue, will attend Tuesday's meeting.
Although a 1990 National People's Congress decision ruled the committee shall decide how to form the first legislature, Professor Lau said it was necessary to listen to the views of the executive council and provisional legislature.
He said he was not surprised to hear that Xinhua (the New China News Agency) was telling pro-China societies to express their views on the election method.
The Hong Kong British administration and the pro-democracy camp had attempted to mobilise public opinion in previous consultation exercises, he said.
