An inquiry into Australia's shipping industry delivered to Transport Minister John Sharp has recommended easing work rules to lower costs and increase foreign competition, the Australian Financial Review says. A draft report called for cutting costs on ships with Australian crews by reducing entitlements and work rules, allowing ship-owners to just use foreign crews if labour unions would not agree to the new rules and introducing foreign competition on coastal routes in 18 months. Unions opposed the proposals, the paper said. The report admitted the steps could cause significant job losses. Mr Sharp said he would give the report serious consideration.
