North Korean officials, including Deputy Premier Kong Jin-tae, left Vietnam empty-handed yesterday after seeking a fraternal cut-rate rice deal.

'There was no agreement on their system of deferred payments,' a Vietnamese official said.

Ties between the two Communist Party-ruled states have been frosty since Hanoi recognised Seoul in 1992.
