Senior Chinese official Lu Ping says administrative obstacles are threatening the smooth return of Macau to Chinese rule. Progress on a number of issues, including localising the civil service and translating laws into Chinese was not sufficient, he said in Beijing. 'If these conditions do not improve as soon as possible, they will affect the smooth transfer of power,' Mr Lu was quoted as saying by the Portuguese news agency Lusa. The lack of progress 'does not satisfy the needs of the Chinese Government to resume the administration of the territory'. Mr Lu urged Macau to develop the economy and to 'rectify' the public security situation, so the population 'can live in security and stability'. Mr Lu met Secretary of Justice-designate Elsie Leung Oi-sie in Beijing yesterday. They discussed legal matters, including arbitration for cases relating to China and Hong Kong.
