Tung Chee-hwa should ban the Better Hong Kong Foundation from making donations to foreign governments if he considered he had blundered by donating to the Tories, Democratic Party chairman Martin Lee Chu-ming said.
Rejecting Mr Tung's justifications for the proposed ban on overseas donations to local political organisations, Mr Lee suggested his position was inconsistent.
Mr Tung had donated money to a political group in Britain and nothing was said about the Better Hong Kong Foundation making donations abroad.
But the Democratic Party's fund-raising in the United States was not considered acceptable.
'If he held that what he did was wrong, he should ban organisations like the Better Hong Kong Foundation from making contributions to foreign governments,' Mr Lee said.
A group of tycoons established the foundation 18 months ago to sell the image of a prosperous Hong Kong with a secure future.
