At least two legislators will boycott the handover ceremony on June 30. The Frontier's Leung Yiu-chung and the Democratic Party's Tsang Kin-shing said they would decline the government invitation. Handover Ceremony Co-ordination Office director Stephen Lam Shui-lun said all 60 councillors would be on the 4,000-strong guest list. Mr Leung said although people should be pleased about the end of colonial rule, there was not much to celebrate. He said the public involvement in the handover, including the drafting of the Joint Declaration and Basic Law, was very limited. 'I think I should go with the public to other activities and rallies on that evening,' he said. The two legislators are unhappy with the provisional legislature and the proposed changes to curb civil liberties. Mr Tsang said he and his colleagues in the United Front Against the Provisional Legislature were planning handover protests outside the Convention and Exhibition Centre in Wan Chai.
