THE director of the Chief Executive-designate's office tabled two bills yesterday in the provisional legislature in Shenzhen amid accusations of a conflict in roles.
Fanny Law Fan Chiu-fun became the first official on secondment from the Hong Kong Government to help in the interim body's lawmaking process.
Defending her move, Mrs Law said: 'I think I am just doing my job. This is a job for me and I am accountable to the Chief Executive-designate.' A letter of secondment from the Hong Kong Government clearly stated she was directly accountable to Tung Chee-hwa, Mrs Law said.
Despite the Government's insistence it would not offer any assistance to the provisional legislature, Mrs Law presented the National Flag and Emblem Bill and the Regional Flag and Emblem Bill to the interim body for their first and second readings.
She also moved a motion urging members of the provisional legislature to support the territory's transitional Budget.
Instead of Mrs Law being required to brief members on the 1997-98 Budget as many had predicted, her deputy, Cherry Ling Kit-ching, formerly of the Finance Branch, gave the briefing in a separate session.
