It is quite remarkable that we have two completely different personalities, both of whom are serving here in Hong Kong for Britain.
I am referring to, of course, British Garrison Commander Major-General Bryan Dutton and Governor Chris Patten.
Major-General Dutton, it appears, is friendly, sincere and easy to get on with.
When the PLA first arrived in Hong Kong last month, he immediately extended his warm welcome to his guests and made them feel comfortable. Afterwards he was reported to have said that he couldn't be happier and he believed his PLA counterparts were too. He felt that this was the situation and atmosphere which was required for a smooth transition.
When Mr Patten arrived five years ago, the friendly atmosphere was non-existent. Britain and China were never on good terms.
This was not Mr Patten's fault; it was just his nature, his self-righteous attitude which often led to difficulties and confrontation.
