I ECHO Helen Clements of the RSPCA (South China Morning Post, February 12) over her suggestion for setting up compulsory pet clubs in estates rather than banning pets in those areas.

There are numerous animal-lovers in housing estates who should not be deprived of the very human right to show affection just because they cannot afford homes with gardens.
I urge the Housing Authority to take a look at these people before implementing their policies like a rubber stamp.
It may well be too much to suggest that the authority is taking this as a means to divert people's attention from its policy which is in dispute. But it could at least lay down rules on things such as setting up dog toilets and pet clubs. KEN LEUNG Kwun Tong
