Chief Executive-designate Tung Chee-hwa is likely to appoint members to the provisional municipal councils and district boards by the end of this month.
The appointment will go ahead if the bill to set up the bodies is passed promptly by the provisional legislature.
All incumbent members would be reappointed, but would have to make a declaration before taking up the post, according to the bill.
The declaration would include pledges to fulfil the duties of the office, uphold the Basic Law and pay allegiance to the Special Administrative Region.
Mr Tung will also appoint new members to the district organisations, not exceeding one quarter of the original seats.
For the provisional Urban Council and Regional Council, a maximum of 50 people will be members while for provisional district boards it will be no more than 40.
