ALBANY: Governor Mario Cuomo nominated Judge Judith Kaye of the New York State Court of Appeals to become the first woman to be chief judge of the court. If confirmed by the state senate, she would succeed Sol Wachtler, who resigned after being arrested on charges that he extorted money from a former lover.
