BUDAPEST: Three Hungarian ministers and five state secretaries were sworn in yesterday as part of a major shake-up in the first post-communist government. The reshuffle of Prime Minister Mr Jozsef Antall's cabinet is the third and the largest since Mr Antall's centre-right coalition took power in May 1990.
