Aides to Tung Chee-hwa joined government officials in Beijing yesterday for talks on visas for post-handover Hong Kong.
Mr Tung's Secretary for Policy Co-ordination, Michael Suen Ming-yeung, who is on secondment from the Government, attended a Foreign Ministry meeting with immigration chief Regina Ip Lau Shuk-yee and other officials.
It was the first time figures from the Government and Mr Tung's office had made an official trip together.
Mr Suen said later that it was necessary to provide foreigners with details on visas.
The arrangements would be handled by the Foreign Ministry via its embassies while visas for foreigners who want to visit China via Hong Kong would have to be ironed out as well.
Mr Suen said it had not been decided how people from countries with no diplomatic links with China could apply to come to Hong Kong.
