Legislator James To Kun-sun is to press for greater independence for the Complaints Against Police Office so it can look into grievances that may not have been handled satisfactorily.
Mr To, who is to move an amendment to the Independent Police Complaints Council bill, is angry with officers' reluctance to allow a separate monitoring body to investigate complaints.
Mr To criticised the administration for failing to allow someone from outside the force to lead the complaints team on the grounds that they would not be familiar with police operations.
He cited the example of the new head of the Independent Commission Against Corruption.
'[Lily] Yam Kwan Pui-ying was an administration officer in the past, but she has now been promoted to head of the ICAC . . . it is only an excuse to refuse giving us a higher degree of independence,' the legislator said.
