THE stepping down of Mr Richard Allen as the chief executive of the Provisional Airport Authority raised many issues which are of concern to the Hongkong public.

In financial terms, the major concern now seems not only who heads the organisation, but that in the face of the Sino-British 'cold war'. How much more money will be wasted on the massive administration? This is taxpayers' money. God knows how many actually are being employed at above-market wages.
