Donald Tsang Yam-kuen became Financial Secretary of Hong Kong in September 1995. His portfolio includes economic services, trade and industry, monetary affairs, finance and public works. He is an ex officio member of the Executive Council. Mr Tsang was born in Hong Kong in 1944 and locally educated. He obtained a Masters Degree in Public Administration from Harvard University. He joined the Hong Kong Government in 1967, and has held many important positions in the administration dealing with finance, trade and issues relating to the future of Hong Kong. As deputy secretary of general duties branch between 1985 and 1989, he was responsible for the implementation of the Sino-British Joint Declaration. Following his appointment as Director of Administration, Mr Tsang became the Director-General of Trade (and chief trade negotiator) between 1991 and 1993, and was responsible for all facets of trade negotiation and administration affecting Hong Kong.
