I would like to echo what B M Owen said in his letter to you ('Overflowing with rubbish', June 5). I had the same experience more than 10 years ago, but in Tai Wai. It seems that the two municipal councils have a policy of catching people out by posting inspectors at overflowing litter bins.

In my case, when I appeared before the magistrate, there were at least a dozen other people who had been issued a similar summons.
The municipal councils should explain why they do not empty litter bins more often.
