Delegates, who returned to Hongkong last night, met the vice-mayor of Shanghai, Mr Meng Jian-zhu, and the government department responsible for commerce and retail, the finance and trade office of the Shanghai Municipal People's Government.

The department's deputy director, Mr Zhang Guang-sheng, briefed delegates, as did the directors of the Shanghai first and second commercial bureaus.

There were also meetings with Pudong officials to explain its economic and commerce policy.

TDC director (Shanghai office) Phoebe Leung Man-ying said: ''The mission was very successful because delegates met with the senior officials responsible for retail and commerce in Shanghai, and were briefed on the latest policy on doing business there.

''Some of the delegates are manufacturers, who have joint-venture production in China. Before, most of the production was exported, but now - because of the huge potential in the mainland market - they want to expand their retail business, or develop retail operations, or open shops.
