KBE The Honourable Donald TSANG Yam-kuen, OBE, JP: Mr Tsang became Financial Secretary in 1995. He has held a number of key Government appointments including Secretary for the Treasury before taking up his present post.
KNIGHT BACHELOR The Honourable James David McGREGOR, OBE, ISO, JP: A Hong Kong resident since 1951, Mr McGregor served on the Legislative Council from 1988 to 1995 and was appointed to the Executive Council in 1995. He has a long record of public service.
CBE Mr Martin Gilbert BARROW, OBE, JP: Mr Barrow was a member of the Legislative Council from 1988 to 1995. He has been involved in a wide range of public and community service and was chairman of Hong Kong Tourist Association from 1988 to 1996.
The Honourable Denis CHANG Khen-lee, QC, JP: A barrister, Mr Chang has been a member of the Executive Council since October 1992. He chairs the Independent Police Complaints Council.
Mr Martin John DINHAM: Mr Dinham was appointed as one of the Governor's Personal Advisers when Mr Patten arrived in Hong Kong in 1992. A UK civil servant, he worked previously in the Overseas Development Administration.
Mr Eddie HUI Ki-on, QPM, CPM: Mr Hui is Commissioner of Police and has nearly 35 years' service in the Force. He was promoted Deputy Commissioner of Police in 1993 and Commissioner in 1994.
Mr Simon IP Sik-on, OBE, JP: Mr Ip was a member of the Legislative Council from 1991 to 1995. Active in a wide range of public service, particularly education.
