Karaoke misery

SOME people use a karaoke machine late at night on public estates. They sing loudly until midnight meaning their neighbours cannot sleep. I have complained to the Housing Department and they put a notice up. But people ignore it. Can the relevant department do something? EMILY YIP Tuen Mun
