Ferry route a filthy eyesore

Having lived in Hong Kong for seven years and recently returned after residing abroad, I am appalled at the condition of the waters around the path of the Star Ferry.

Leaving from Kowloon everything imaginable is adrift in the water. Apparently small boats are responsible, among other reasons I'm not aware of. What was once a lovely experience for tourists is now a disgusting sight. I implore whoever is in charge, put some restrictions and fines on this repulsive sight.
