It was unfair to blame the Government for not providing enough land to the Housing Authority to build public rental flats, Secretary for Planning, Environment and Lands Bowen Leung Po-wing said yesterday. He said the Housing Authority reached an agreement with the Government in early 1990 that it should be involved in planning and development of land. Authority chairman Rosanna Wong Yick-ming had criticised the Government for not providing enough land, which had delayed public flats. Mr Leung said the Government would assess the territory's housing needs and provide sufficient land. He said it would provide 320 hectares early next year for public rental flats to be built from 2001 to 2006. 'I am confident we can meet the target of building 50,000 public rental flats,' he said. He rejected the Housing Authority's proposal to sign an agreement with the Government ensuring sufficient land would be provided.
