Foreigners who do not hold permanent identity cards but want to apply for right of abode after July 1 can pick up application forms at immigration offices throughout the territory from today.

Forms for Chinese who hold foreign passports and plan to give up their Chinese nationality in the future SAR are also available.

The Immigration Department said no deadline for either application had been set.

But the department warned that people who had gained their passports through the British Nationality Selection Scheme would not be qualified to apply for a declaration of change of nationality.

China's nationality laws did not recognise the scheme. Recipients could therefore not apply to change what they, according to Chinese law, did not have.

The department admitted it could not penalise those people who had gained their nationality through the scheme as the Chinese Government did not know who those people were.
