There were fears of traffic chaos last night after it appeared that most of the 4,000 local handover ceremony guests would not use transport laid on to get them to the Convention and Exhibition Centre.
The Land Transport Agency has arranged a 400-strong fleet, including coaches and 150 new Mercedes-Benz limousines, to ferry guests to the ceremony.
But hundreds of guests have yet to say whether they would be using the transport.
'What we are worried about is that they are all planning to drive to the venue and then ask their drivers to pick them up after the ceremony,' a security source said.
If this happened, the security services believe it could take up to four hours before all guests could be cleared to enter the building - double the original estimate.
Police will set up a one-kilometre secure zone around East Tamar and the convention centre from 10 pm on June 29. It will be in effect until 6 pm on July 1.
