UNITED States Secretary of State Madeleine Albright arrived in Hong Kong a day early yesterday, in advance of the handover ceremony. Ms Albright, who cancelled a planned visit to Cambodia for security reasons, is understood to have scheduled meetings with democracy leaders and legislators today. The US envoy is expected to attend the midnight handover ceremony, but not the swearing-in of the provisional legislature. She is scheduled to meet Chief Executive-designate Tung Chee-hwa, Democratic Party chairman Martin Lee Chu-ming and British Foreign Minister Robin Cook tomorrow. It is believed a meeting between Ms Albright and Chinese Foreign Minister Qian Qichen may take place either tomorrow or on Tuesday.
