Inquiry urged in library furore

An internal inquiry is being urged over whether the Director of Urban Services is guilty of dereliction of duty in the row over the new design for the Central Library.

In a letter to Secretary for Civil Service Lam Woon-kwong, provisional urban councillor Dominic Chan Choi-hi called for an investigation team to be set up.

Council chairman Dr Ronald Leung Ding-bong has denied claims by the director, Elaine Chung Lai-kwok, that he approved changes to the library's design that would cost an additional $100 million.

Mr Chan, also a provisional legislator, said: 'The administration should find out whether Elaine Chung Lai-kwok has committed a serious blunder or has caused any harm to the public interests by abusing her official position.' He also urged Mr Lam to investigate whether Ms Chung had caused misunderstanding between the Council and the Urban Services Department by concealing facts.

In addition, Mr Chan demanded the Government say whether it would suggest Ms Chung transfer elsewhere within the civil service or if it would call on her to apologise to the public and the council if she was found to have abused her power.

In a separate letter to council chairman Dr Leung, Mr Chan proposed that Ms Chung should be censured and that an independent investigation team should be set up to look into the whole matter.
