At least 45 people were killed, hundreds injured and nearly 1.7 million affected when Typhoon Victor hit Guangdong and Fujian provinces at the weekend, the China News Service reported.
The city of Meizhou suffered the most casualties with 42 people dead and 258 injured.
The No 10 signal storm dumped torrential rain on the city, causing landslides and flooding.
Thousands became homeless after more than 10,660 houses collapsed. Damage to farms and fields was estimated at 4.8 billion yuan (HK$4.5 billion).
The heaviest rain fell shortly after midnight on Saturday when an average 120 millimetres of rainfall was recorded, the highest in 100 years.
About 1.7 million people in Fujian and Guangdong provinces were affected by the typhoon. Other cities hit included Chaozhou and Shantou, where two people were killed by a tornado.
