Members of the Hong Kong Leathergoods, Handbags & Luggage Association were briefed yesterday by lawyers about the new rules, which could impose duties of up to 38 per cent on their exports.

Committee member Beatriz Tancock said members were encouraged to apply for an individual EC assessment to test whether they could be exempted from the duties.

She said orders had been lost to India because the higher duties made the local product less competitive.

She said: 'We have lost a lot of business. We want as many companies as possible to apply.' About 10 companies are believed to be considering an application.
