HK gangs blamed for rising crime

HONGKONG-based gangs are behind increases in violent triad activity and multi-million-dollar fraud in Canada, according to a report on organised crime in the country.

The 1992 Organised Crime Committee Report says in the past two years there has been a significant rise in the number of triads operating in provinces which are popular destinations for Chinese immigrants.

The document, compiled by the Canadian Association of Chiefs of Police, says gangsters with strong links to Hongkong have made billions of dollars in the drug trade.

It says law enforcement agencies have formed special units to liaise with Asian communities and overseas police forces, in an attempt to combat the rise in organised crime.

''Triad and associated criminal group activity is escalating within Canada, most noticeably in British Columbia, Alberta and Ontario, and particularly within the larger metropolitan centres in these provinces,'' the report states.

''They are involved in a wide range of criminal activities including drug trafficking, gambling, extortion, prostitution, armed robbery, alien smuggling, money laundering and credit card frauds.''
