Chief Executive Tung Chee-hwa will reassure European leaders it is 'business as usual' when he visits Brussels and London next month. Mr Tung is due to meet European Commission president Jacques Santerre and deputy Sir Leon Brittan in Brussels on October 20. 'He will bring a message that it is business as usual, that the handover went very smoothly and that there will be free and fair elections next year,' said a spokesman for the Hong Kong Economic and Trade Office in Brussels yesterday. Mr Tung can expect little criticism in Brussels. In London, he is expected to meet Foreign Secretary Robin Cook and Prime Minister Tony Blair. Mr Tung will give a major speech to the annual dinner of the Hong Kong Development Council in London and address diplomats, academics and businessmen at the Royal Institute of International Affairs before leaving for Hong Kong on October 22.
