Prison overcrowding will be monitored by a provisional legislature security panel working group following dissatisfaction with government policy. Deputy Secretary for Security Alex Fong Chi-wai told the panel yesterday that all new building projects would be completed by 2003, but there would still not be enough room for all inmates. Panel chairman Selina Chow Liang Shuk-yee said overcrowding had existed for years. 'We are extremely dissatisfied with the answers we were given today. It seems that the administration doesn't have any long-term view or innovative ways of expanding places in prisons and adopting measures to reduce the prison population,' she said.
