Thai markets would see an 'upturn' by the end of December, Mr Thanong said.
'We may have stumbled, but we have not fallen,' he said.
Mr Thanong said the Thai Government would announce a detailed package on financial reforms on October 15.
He said reforms would continue, even if the government lost in this month's parliamentary no-confidence vote.
