Seaview Promenade, between Repulse Bay and Deep Water Bay, which should be a pleasant walk, is in a disgusting state.

During my early-morning and evening walks, I see around 20 dogs being exercised, mostly by domestic helpers. The dogs defecate on and next to the pathway. The Urban Services Department provides adequate dog litter bins, but I have never once seen them used.

Dogs bring many advantages to their owners including loving companionship and devotion. However, dog ownership also brings responsibilities and one of those responsibilities is not to send out dogs to defecate in public areas.

The dog owners or the domestics should clean up after the dogs.
