Thousands of tenants are battling poor living conditions in aged buildings because the Government has failed to meet its deadline for redeveloping their homes, the report showed.
Senior housing officials attributed the delays, involving 7,200 households in 27 blocks of public rental flats, to late completion at some construction sites and residents' unwillingness to move.
Yesterday, Director of Housing Tony Miller promised to speed up the outstanding projects and finish them this financial year.
Redevelopment was a complicated job and the delays were not serious, he said.
There were problems in gaining control of the new estates in time and some residents were reluctant to move from one area to another.
Some residents had demanded extra compensation to move.
