I refer to the letter from Martin Bode (Sunday Morning Post, September 28), regarding the Right of Abode in Hong Kong for persons who are not Chinese citizens.
I look forward to reading the response from the Director of Immigration. So far as I am aware, Mr Bode correctly quotes the Basic Law in his letter.
I find it therefore extraordinary that a junior official in the Immigration Department should decline even to provide application forms apparently to several people who believe that they were entitled to RoA.
After all I assume that the clerk supplying application forms (or not as the case may be) is not the person responsible or indeed qualified to judge the merits or otherwise of the application. This is clearly an important matter and if there is a misunderstanding with regard to the legal position this should be clarified forthwith.
