THE People's Daily has urged cadres to accelerate reform and avoid ''generalisation'' in drafting national economic policies. In an editorial today the Communist Party mouthpiece says China must seize the day and speed up development. It quotes patriarch Mr Deng Xiaoping commenting on the fact that the country cannot afford to lose another golden opportunity. ''Early last year, Comrade Deng Xiaoping said in his analysis of the international and domestic situation that the key to our growth was to develop our economy,'' the newspaper says. ''This spring, Comrade Xiaoping again pointed out that we [cadres] should not miss the opportunity because China did not always have chances like this.'' Analysts said the editorial, published on the eve of the new session of the National People's Congress, indicated the patriarch was still in charge of major policies. Echoing Mr Deng, the editorial warns that cadres should not exaggerate the danger of overheating and slow down reforms. ''It is not at all unusual that we would face this or that problem in our development,'' the paper says. ''We should solve our problems with a positive attitude and avoid causing great disturbances to our economy.'' The editorial makes clear that while the central government should avoid overheating the economy, it should not restrict the development of localities. It says local governments should be allowed to tailor their development programmes according to the resources available. Areas that have resources such as raw materials should be allowed to speed up development, the paper says.
