ICAC team to probe housing defect claims

Anti-graft bosses have set up a three-member team to investigate whether bribery was involved in the check-and-accept construction process at On Ning Garden, which has been hit by hundreds of building defects.

The investigation was initiated by the Independent Commission Against Corruption, which contacted the owners' corporation of the Tsueng Kwan O housing scheme last Tuesday for information.

The move was launched amid complaints by owners who have identified 266 defects, including burst pipes, tilting covered walkways, and cracked walls and flooring after they moved into the properties in 1991.

'We wonder if there was any negligence or under-the-table deal during the check-and-accept process as the properties are totally unfit to live in,' said Fong Ming-tak, chairman of the owners' corporation.

'We were thinking of lodging a complaint with the Ombudsman or ICAC when the anti-graft body took the initiative and contacted us,' he said.

But ICAC Acting Principal Investigator Eric Yang Yan-tak said no evidence to back the allegation had been established.
