Tung Chee-hwa last night rejected criticism of the attempt by Xinhua chief Jiang Enzhu to win a National People's Congress seat. He said Article 21 of the Basic Law allowed any Chinese citizen living in the SAR to participate in the management of state affairs. 'Mr Jiang meets this requirement. Under the law, he can take part. 'As a matter fact, he is very concerned about Hong Kong and will become a very good bridge for communication between Hong Kong and the mainland. 'I think we should look at it in a positive way,' he said. Mr Tung said he had not suffered any major hiccups during the first few months of his administration. Responding to a question about his aborted plan to host a birthday party for Sir Sze-yuen Chung at Government House, Mr Tung said he would have gone ahead if not for Sir Sze-yuen declining the invitation. Mr Tung said he had attended the birthday banquet hosted by the Exco convenor's children at a hotel. Mr Tung said he thought the media and the public had treated him well. 'There are some criticisms. But that's no problem. I'm happy to listen,' he said.
