Hundreds of PLA soldiers will cross the border this morning in the first change of guard since the handover.
Half the 1,400 replacements are expected to arrive through Lok Ma Chau before dawn while the others will cross at Man Kam To and Shataukok.
Unlike the July 1 arrival of the Garrison when New Territories villagers showed up in heavy rain to welcome the new guard, no celebrations are planned.
The departure of the first batch of troops on Monday was similarly low-key.
'We didn't even know more than 1,000 had left until the media reported it,' said Ms Lam of the Association of the North District People for the Celebration of the Return of Hong Kong.
'But it is also a problem to call together so many people at such an early hour as it is not a special occasion or festival.' Spokesmen for the PLA Garrison and Security Bureau were silent on details.
