Taiwan's top policy-maker on mainland affairs said yesterday the policy of 'curtailing impetuosity' would continue to apply to cross-strait relations despite joint efforts to promote flexibility.

Chang King-yuh , head of the Mainland Affairs Council, said Taipei had no plans to allow mainland tourists to visit the island soon.

The policies of 'curtailing impetuosity and exercising caution' and 'showing flexibility and liveliness' have been propounded by President Lee Teng-hui.

Mr Chang said there was no contradiction between the two as the Taiwan Government would continue to warn would-be investors on the mainland about political and economic risks.

He said Taipei had displayed a lot of flexibility in inviting delegations from various sectors on the mainland to visit the island.

'It is the mainland authorities who have stopped their own officials or professionals from coming to Taiwan.' He said that given the fact that both sides had not resolved problems brought about by the existing level of limited visits by mainlanders to Taiwan, it was not possible for Taipei to open its doors to mainland tourists.
