THE Government has been accused of dragging its feet over the development of primary health care with insufficient funds allocated for services and training.

The Hongkong College of General Practitioners made the allegation at its 15th anniversary celebration ceremony yesterday.

Vice-president of the college, Dr Donald Li Kwok-tung, said his institute was the only training ground for family medicine in Hongkong but no financial support was offered by the administration.

''As 70 per cent of family medicine services is provided by the private sector, training of private doctors is very important. They are gatekeepers of health,'' Dr Li said.

''If primary health care is good, there will be less unnecessary admissions to hospitals.'' The college runs courses and provides fellowships with the support of volunteers.
