There was outrage last night after the Government overturned housing legislation passed before the handover.

Accusing the Government of breaking the law, both ousted and current legislators vowed to fight the move in court.

Others intend to stage a protest outside the Chief Executive's Office today.

The pledges of action came after the Secretary for Housing, Dominic Wong Shing-wah, said he would retain two-year rent reviews for public housing tenants, instead of the three-year period endorsed by legislators on June 28.

Mr Wong, who has refused to enact their amended ordinance for five months, said the Government's own changes would be submitted to the provisional legislature early next year.

But provisional legislators warned there was little chance of the government bill being passed as at least four groups on the interim body objected to the move.

Speaking after executive councillors backed changing the Housing Ordinance 1997, Mr Wong said the amendment was needed 'to minimise operational and financial difficulties and legal ambiguities'.
