Early last year, there were a number of cases where dogs attacked people.
The Housing Authority then implemented a series of measures, trying to stop public housing tenants from keeping dogs. I supported this move by the authority.
Tenants were warned to give up their dogs, otherwise their lease would be terminated.
Most dog owners complied with the new ruling, although many were deeply upset that they had to do so. Some, in order to keep the dog and conceal its presence, went through the cruel process of having the animal operated on and its voice cords removed.
A year on and the Housing Authority no longer seems to care about enforcing the dog ban. There are still many dogs on public housing estates. They range in size from small Pekingese to large wolfhounds. They bark all the time and disturb the peace of other residents.
Although I dislike dogs, I know it must have upset some owners to let them go. It is therefore unfair to those tenants who complied with the dog-ban rule.
