High-flying Vice-Party Secretary of Guangdong, Huang Huahua, is expected to be given the additional portfolio of party secretary of Guangzhou. Mr Huang, 51, is a Guangdong native who has excelled in posts in the provincial bureaucracy as well as cities and counties. The incumbent Guangzhou party boss, Gao Siren, 53, is tipped to be promoted to a vice-party secretary in the province. Other changes in the Guangdong leadership include the retirement of Liang Guangda, who has been party chief of Zhuhai since 1987. Zhuhai sources said while Mr Liang, 62, hoped to serve until the Macau handover in 1999, he had to abide by the rule of regular rotation of cadres. Mr Liang would probably be transferred to the municipal legislature. Candidates tipped to replace him include the party secretary of Shantou, Xu Deli.
