XIAMEN, in Fujian province, is seeking foreign investment for infrastructure projects including building roads and airport and port facilities. Xiamen already plans to develop an aircraft maintenance base jointly with Swire Group. Among the developments it wants to carry out with foreign backing is a series of port projects. The projects include a 200 million yuan (about HK$268 million at official rates) venture to build two berths at Paiyungang, and a 360 million yuan berth extension plan for Tongan county. Foreign investors are also invited to invest in a 400 million yuan container terminal development in the Haicang district. Mr Shi Zhaobin, party secretary of Xiamen, said foreign investors would be welcomed into infrastructure, industrial, property and service industry businesses. The city is seeking investment for a 450 million yuan project to build a 18.7-kilometre road between Jimei and Tongan. Xiamen also plans to redevelop the old city area along the 4.8 km Xiahe Road. Foreign backing is sought for the restructuring of 85 state-owned enterprises in the area.
