The Housing Department and Housing Authority have been given the thumbs down in a new poll. The random street poll asked 1,000 people to name their best and worst government department and statutory body. The Housing Department was viewed as the worst performer by 264 people. The Education Department came next with 91 votes. Of the 11 statutory bodies, 376 people chose the Housing Authority as worst, 134 in front of the Hospital Authority. Critics said the Housing Department provided inadequate and inappropriate services, while some said the Housing Authority had a bad attitude. The poll was carried out by ousted Democratic Party legislator Dr John Tse Wing-ling last month. The best departments were the Fire Services Department, named by 170 people; RTHK, by 157; and the Post Office, with 110. The most popular bodies were the Independent Commission Against Corruption, the Mass Transit Railway and the Consumer Council. Dr Tse said people's perception was based on policy and administration.
