I would like to know if the general public is permitted to drive on the roads leading to and around Shek Pik prison on Lantau or if this part of the island is a restricted area.

It is my understanding the only visible signs clearly state that people enter the area 'at their own risk'.

Do staff from the Correctional Services Department (CSD) have the right to deliberately drive into the path of a vehicle, forcing the driver to suddenly stop in order to avoid an accident; then harass and intimidate her by ordering her out of the above-mentioned area and demanding to know the reason for her movements on the island? The stretch of road is outside the area marked by the warning signs.

I would be grateful if the relevant department would clarify the situation before other members of the public are approached in such a dangerous and hostile manner by CSD staff.

When calmly asked to discuss the matter, they tried to deny any knowledge of their actions and preferred to start an ugly confrontation.
