Plans to import foreign building workers should be shelved, provisional legislators urged yesterday.

Members of the manpower panel expressed anger at the Government's inaction over worsening unemployment and its refusal to scrap the Construction Labour Importation Scheme.

Secretary for Education and Manpower Joseph Wong Wing-ping said the scheme was under review and views would be presented to the Executive Council before a decision was made next month.

But Chan Yuen-han, from the Federation of Trade Unions, accused Chief Executive Tung Chee-hwa of ignoring the urgency of the issue.

'The problem has become not only a matter for the grassroots but for the middle and upper class.

'It's very serious,' she said, warning of a workers' revolt.
